Hoofnagle, who helped create the university’s Master in Information and Cybersecurity degree program, has taught many cybersecurity programs at the law school. European Union law is the first and thus far the only example of a supranational law, i.e. an internationally accepted authorized system, other than the United Nations and the World Trade Organization. Given the trend of accelerating global financial integration, many regional agreements—especially the African Union—seek to follow an identical model. In the EU, sovereign nations have gathered their authority in a system of courts and the European Parliament. These establishments are allowed the power to enforce authorized norms both against or for member states and residents in a manner which is not possible via public international law. As the European Court of Justice noted in its 1963 Van Gend en Loos choice, European Union law constitutes “a model new authorized order of international law” for the mutual social and financial advantage of the member states.
